In the 80s as a trackman on a "tie train" we had a 5 man crew. they took turns flagging the train.one manwould direct the moves to the engineer while the other two men played cards in the caboose.

So you just explained why there are now 3 man crews. the two card players got eliminated

It's all about $$$$ and a word called "Multi skilling", I don't agree but with so many changes over the years but that's how it is.
