It was originally an underground stone quarry (such things were fairly common in the area), then used as a munitions depot (given most of the munitions were coming in by rail, it made sense to retain the branch line into the old quarry). After the war it was converted for use as a shelter in the event of nuclear war - there are a few similar bunkers dotted around, some of which are now open to the public. I'm not aware of anything happening there at the moment though apart from occasional explorers.
