When one railroad has to use the trackage of another railroad, say because of repairs, or derailments, does the user railroad have to pay a fee to the host railroad. Also, when a railroad sells a line and reserves trackage rights, is there any user fee involved with this?

Yes the tenent typically pays an agreed percentage of the fixed costs and a percentage of the variable costs based upon how much they use the rights
( so much per locomotive, empty car , and loaded car etc.)
