I think your wrong here Gabe, the responsibility for the levies around New Orleans have been historically for many years that of the Army Corp of Engineers. Its within their budget that funds are made available for the levies around New Orleans. They are the ones that engineer and contract the improvements and oversee construction. It is not the City of New Orleans. Good to see you here and posting. I miss your wit. Jim
