Open access has worked in Europe because freight trains are short and light, so most trains are unit trains. A simple cut of cars in North America would be a whole train in Europe. So, what happens to yard operations under OA? Just think about it - three companies switching next to each other. And because each has 1/3 of the original traffic, yard delays could actually increase. On the other hand, track upgrades other than capacity increases would never be profitable under OA. Railroads are not the same as roads. cheers. fgr
