Open access has worked in Europe because freight trains are short and light, so most trains are unit trains. A simple cut of cars in North America would be a whole train in Europe. So, what happens to yard operations under OA? Just think about it - three companies switching next to each other. And because each has 1/3 of the original traffic, yard delays could actually increase. <br /> <br />On the other hand, track upgrades other than capacity increases would never be profitable under OA.
