why operation lifesaver should be in every school

I'd agree - they teach road safety in schools don't they? So why not railroad safety too? A few simple golden rules could save plenty of lives (such as always assume tracks to be in use, never walk on the right of way, etc). If we can teach them to cross a road safely then we can teach them how to avoid getting hit by a train too, and stop any more tragedies such as this one.
