I say 1901. I believe 1913 sounds a little late in the game for that technology

And the entry said that it came into use on american railroads in 1905, so it has to be earlier than that.

I'm going to side with trainboy here and go with 1905, since google said so or 1901. (since 1905 isn't one of the options.)
