Hey How do RR's deal with major Stroms

I was kinda wondering how do RR's deal with major storms know like when a snow storm or even a heavy rain strom do they continue to run until it gets to dangorus (spelling might be off ) but any way. Now I know when a snow storm hits the RR's pull out thier snow equipment and clear the tracks as best as they can but what do they do when.When the tracks get flooded how do they handle that. Well anyway I though I'd ask because it has been along time since I have seen a real bad snow storm stop rail service. OH one more question do passenger railroad's like amtrak and metra ever carry destation signs like where there going or if they ever get sent out of service or better known for NOT IN SERVICE just wondering that one to oh well [:D][:D]

I have never seen destination signs on long distance Amtrak trains
