[/quote] That was never going to happen anyway, it was just a political bargaining chip to put the fear of God in the Upper Left Coast congressional delegation, and it seems to have worked so far. BTW, the BPA does sell it's electricity at market rates, it's just at the natural hydro market rate, not the Enron adjusted market rate.
