The former Milwaukee mayor is very active in promoting more-liveable cities. Includes rolling back urban highway construction. He viewed street congestion as not necessarily a bad thing - it represents neighborhood vibrancy. Upwards of a billion $$. Is muscling out other state projects. Wish it would be scaled back. Urban highway construction has gone way overboard. Why make the same mistake twice?
