Conrail Shared Assets Police Question

I've read on another forum that the Conrail police was split up and merged into NS and CSX police force. So who deals with the Shared Assests lines? I spotted a tow truck driver on a active street-level of track

I would say its patrolled by both CSX and NS police. If not, then there is probably an agreement somewhere where one pays the other a set fee for patrolling it.
