I think you are absolutely right. If everyone followed the rules of the road and were more considerate of others traffic would move much more smoothly. I drove in Germany once, where drivers are incredibly disciplined, it was amazing how much traffic flowed more easily. My particular favorite is when somone feels the need to get into an intersection in traffic when the light is yellow and the light changes and car is left blocking the intersection.
