Even if Canadian labor rates can be less than U.S. labor rates due to the exchange rates there are other disadvantages. Also, remember that if a short line were acquired in Canada, there would be no exchange rate benefit in terms of cost as there would be no parent company in the U.S. to take advantage of the exchange rate... <br /> <br />LC
