I have Windows 10 on my computer and am not experiencing any popups in any of the broswer I have loaded on my system. Yes, it is possible to use Internet Explorer 11 as well as Microsoft Edge in Windows 10.  All you have to do is when you are brining up a site....select the option for "open this site with internet Explorer.
