I just looked again at the picture. It does appear to be an old RPO. Wheither it is MOW I am not sure. You could ask at the Reading Technical & Historical Society. The link is www.readingrailroad.org. These guys are great and have helped me a lot. Let me know what you find. It could make an interesting subject.
