BB to make the old C&O a competitor

I'm sure the BBR pays less than CSX. Who cares? It's their railroad now. If CSX decides to take it back I'm sure the lease is set up so they can. The important thing is that the customers on that line will get increased service frequency from a local company that cares about their business and hopefully will bring the economy of the area up while providing additional jobs both at the railroad and other local industries. Better that than CSX just letting it go in favor of their parallel line. As to the State kicking in for MOW, that is common in many areas where service might otherwise be lost. If BBR brings traffic back like some short lines have done (CC&P for example) it may speed CSX buying it back anyhow.
