If a meltdown does happen, BNSF would love to get ahold of the ex-Rio Grande and WP trackage, and I'm sure KCS and NS would be ready to take the spoils too. But I doubt the government would let the remaining class 1's take over all of the trackage, so we could even see new companies in the business. That is if the UP would fall, but I think it will still be around for a while as long as it doesn't keep this type of stuff up for too much longer. But if it DID happen, things could get interesting. Just my $0.02.
