[quote user="zugmann"][quote user="Bucyrus"]This theory might help explain why railroad managers have been so tepid in their criticism of the mandate.  They might actually support it, and their mild protests may be only a show for labor and the unions.   [/quote]Managers make no shows for labors or unions for other issues; so why would PTC be any different?[/quote] Well what I mean is that if managers said they were for PTC, they would have to explain why.  That is because everyone expects them to be against it.  The only plausible reason that I can see for managers to be for PTC is that it is the road to full automation.  But if they say they are for it due to that reason, it puts them on a collision course with the unions.  So they must leave the world believing that they oppose PTC, and they do that by mildly protesting it.
