Clearly there is a trajectory leading to this objective that was being advanced as rapidly as possible by the most efficient means of decision making and research investment. But the PTC mandate displaces that efficient progress by imposing a ham handed, bureaucratic approach that is bound to stymie the meaningful progress. </span></p>
