Assuming that the railroads had been liberated from those costs in the changeover, the public sector would be justified in recovering them through a tax increase on the railroads.</span></p> <p><span style="font-family:verdana,geneva;font-size:small;">But aside from that, the railroads will be liberated from liability cost, so they should receive a very large net gain in the deal. </span></p>
