I specifically stated that the whistle bans did not include quiet zones. </span></p> <p><span style="font-family:verdana,geneva;font-size:small;">The point is not moot because it establishes the effect of the horn. Knowing that helps quantify the risk of removing the horn from quiet zones. Therefore, the point is quite germane.</span></p> <p><span style="font-family:verdana,geneva;font-size:small;">The point is also germane because my comment was a response to someone who does not see how the horn can add safety.</span></p>
