The cost of crossing upgrades requires that they be applied on a prioritized basis to where they will do the most good. I don’t think that the industry has made a conscious decision to limit further crossing safety development or application because it is cheaper just to accept the cost of liability. Although there may be some of that in all thinking at all levels of industry and regulation. </span></p>
