At 45 million gallon/year, this is a rather small plant.  Most of the current facilities are in the 100-120 mgy range.  This appears to be a 'wet mill' grind operation, and the costs may be higher than a 'dry grind' mill.  The wet mill process requires the corn to be 'steeped' in water for about 48 hours before processing, and the production cost is usually higher.  The advantage of 'wet mill' is that a greater range of product can get generated.  I saw a 120 mgy capacity plant shut down for about 3 months because the corn prices were too high to justify production.
