GM made an awful locomotive and actually sold almost fifty of them. Then, after some corporate head-scratching, they put the same propulsion package on a platform instead of inside a milk tank and called it the GP-7. That was the locomotive that was really awesome - it led to the demise of the structural car body.
The BL was an attempt to make a structural carbody road switcher. The attempt failed.
