Amtrak filed the suit against "The Old Post Office." (I don't know whether nor not it is part of the US Postal Service). Here is the link which needs to be cut and pasted:

The Old Main Post Office was sold to a developer a few years ago who apparently still hasn't figured out what to do with it. The US Postal Service moved into a new smaller facility across Harrison Street from its old location.
The current owner must be having diesel trucks come in.

On a Mac so the usual trick doesn't work.
The old post office sits right over the loading tracks on the south side of Union Station. I don't know if it was built before the railroads went to diesel locomotives. While the rest of the CUS train shed is open to the air above the tracks, the area under the PO building is covered for at least 500 feet. The current building owner stopped maintaining the venting designed to handle the air in the train shed and perhaps the system may be inoperable.
At best, the air in the CUS shed is pretty nasty.

Sounds like the owner of the old P.O. has agreed to run the exhaust fans to be in compliance with a federal agreement. Also has a new plan for development.

I decided to look further. Original construction was in 1921 and there was a major expansion in 1932. (Wikipedia)
