Clearly, the cost of having to maintain a second mainline far exceeds the incremental add on cost of crews burning up hours waiting on meets.</p><p>In fact, it's only because the RR's have managed to shed many miles of double track (and it's related cost to maintain) in this post-passenger train era, that crew costs are next in line as a factor to be dealt with.</p><p>Putting in more miles of dual main as a strategy to control payroll costs, would be folly</p>
