Washington, D.C., isn't a state, but it has railroads within a stone's throw of the Mall for both passenger and freight -- CSX, VRE, Amtrak, you name it.

Never heard anything from Carson City.
If you mean, don't have rail service in terms of PASSENGER rail service, Phoenix, Arizona comes immediately to mind.
Does Hartford, Connecticut have passenger rail service?

Madison WI, Tallahassee FL, Columbus OH, Dover DE, Annapolis MD, Olympia WA,
Juneau, AK has NO rail service of any kind I believe.

Hartford's actually on one of the heavier regional lines (Springfield to New Haven).

I am at work right now, so I can't double check. Although I know there is at least another one that has not been mentioned that I always found kind of shocking.

I assume you mean largest city, not necesarily a state capital, right?
I can think of some pretty large ones population size here in LA County, but do they count, as they are all suburbs of LA, which does have rail service? (My hometown is over 90k and has zero rail service.)
