What on earth are you talking about? The train didn't hit a "power plant". It hit a peice of equipment used in the power plant. What bear are you talking about? Thats a moose. As far as the horn, you'll notice they have the bell on. Usually when we get behind an animal (mostly dogs) running down the guage of the track and won't move, the horn does nothing but cuase them to panic and sometimes they'll actually stop when you blow the horn. The bell doesn't startle them but will usually get them looking back at you and they will 50% of the time get out of the way.  And who said anything about a bear vs a power plant?

The item struck by the train was a big steel box, housing a self-contained engine/generator that can be quickly installed at a power plant for peek power demand.  It was being carried by a speical heavy haul truck/trailer.  The road dropped down on either side of the tracks, so the bottom of the trailer hung up and jammed on the rails.  I don't know what that generator weighed, but I would not be surprised if it was over 150 tons.  The truck was rolling when the trailer jammed, so it was really stuck hard.  They could not budge it either forward or reverse.

So they went to work with jacks to lift the trailer and load.  I suppose the plan was to get blocking under the wheels.  I believe they should have immediately made an effort to flag any possible trains approaching from each direction.  They should have driven the highway patrol cars right down the track with lights flashing.  Not knowing when trains would show up, the instant that trailer jammed, they had a dire emergency.  Flagging trains should have taken priority over everything else.
