I am planning on having steam (not smoke) coming from a project. Does anyone know of a system that I can use on the train to give a steam effect?

Sorry for the lack of information that I posted. This is my first posting.
The project is a carousel that I recently bought from a model builder in England. It took him 5 years to build and is 5ft in dia., with 36 horses that move up and down and has a replica organ that plays polka music etc.
It is an exact replica of an actual carousel at a museum where the gentleman used to work as a volunteer repairman. The carousels in the late 1800s and early 1900s were powered by a steam engine placed at the center of the carousel. This was not practical on the model so a "non functional" steam engine was placed at the center of the carousel and a fully functioning boiler/burner was used to rotate the carousel and was placed to the side of the turning carousel. At the moment their is a copper/brass chimney that goes up through the center of the carousel and on the "real" carousels, this is where the steam would have been expelled. At the moment this chimney is just for show. I am trying to come up with a system where I could tap into the chimney and have steam coming out of the top of it so it appears that the steam is coming from the "non-functional" steam engine. At the moment there appears to be no way that I can route steam from the functional boiler to the chimney due to space and the lack of steam coming from the boiler that powers the turning of the carousel.
If you know of a small system that I could use to make it look like steam is coming out of the top of the chimney of the carousel, I would appreciate it.

There are also "Fog machines" that could be configured to discharge up the "chimney" to represent smoke and/or steam.
