I found the screw between the rear tender truck and the coupler.I did'nt see it because it is hidden by the wiper on the axel.I knew it would be easy----just had to know where to look.

I have an IHC Pacific, and I had the same trouble. Then I noticed a screw up through the floor of the tender, right above the front truck. You can get to it without removing the truck, just turn it to one side or the other. Hope this helps.

I asked this on layout building with no response.I am working on super detailing a IHC Pacfic and I can't figure out how to take the tender shell off.I'm sure it's pretty simple,but I would rather not force or break anything.Is it a snap fit,does the drawbar or coupler screw hold it together,or do the truck screws beside holding the nuts for the power pick-up,also hold the shell on?
I can't figure it out from the exploded view.
