I saw this material in Home Depot over the weekend. I was looking at the plywood for my layout framework. MDF is about 1/2 price for same thickness. Has anyone used this material for framing? I intend to rip the sheets into 1 X 3 or 1 x 4.

Derek,
I wouldn't recommend MDF, chipboard, craftwood or whatever it is called in your area for framing as it distorts with weight and humidity over time. Use pine or ply. I have seen MDF laminated to ply used as a roadbed though.
