Graphics program to determine model sizes from photo

Hi
I have several photos that I want to use for modelling purposes - mostly buildings. I know the height of the windows and want to determine the rest of the dimensions from this. I know that Micrografx Designer can do this, but is there any other software that will be able to "reverse engineer" a picture to get the dimensions? Also, does anybody know what format (e.g. jpg) a photo must be in to load it into Micrografx Designer?
