Trying to Locate test Track Article

In last couple years, there was an article published in a model RR mag which showed how to build an all inclusive test track near a layout. As I recall, it included a track for programmming DDC locos, an incline track for testing rolling stock wheels, coupler height guage, wheel guage, and a weighing station to get rolling stock weighted correctly. After all the tests, then engines or rolling stock are ready for the main layout.
Can anyone direct me to that article? I seem to come up empty using the mag index search at this site. I thought it was in an MR issue.
