That is an interlocking tower. IHC #602
It was listed in the 1974 Walthers catalog sold by Alexander Scale Models as a B&O interlocking tower #7880
In the 1986 Walthers catalog It was offered by Alexander Scale Models and as AHM interlocking tower #145J15602.
