Are there any sites explaning how to make a HO scale throttle?

For a DC build-it-yourself throttle system, check http://www.tractronics.com and look for the Cooler Crawler article and schematics

A DCC homebrew throttle would probably be beyond all but the most electronically adept, but DC is definitely possible--there are some good books on the subject from Kalmbach.
