The last time I purchased an RPP CF7 it did not come with holes drilled, but that was several years ago and the molds may have been revised. Just looking at my RPP C30-7 and B23-7 models here on my desk, I don't think any of theses models come predrilled. I do seem to recall a drilling and handrail bending template is included in their shell kits, though. Good luck.

I just bought another CF7 shell and chassis kit yesterday and the holes are not predrilled. There are little "dots" molded into the shell for you to drill out to install the handrail kit. There is no bending template with this latest kit, though. I also bought the Smokey Valley CF7 handrail kit for this model, so that should cover the issue of bending handrails. This should be an easy kit to put together, so if you're holding off because of the handrail issue, just dive right in. I'll let you know about the progress of this kit and if I run into any problems.
