I'm guessing you're talking about the Bachmann FT-B judging by the price difference? I'd go with spending the extra $s to get the powered one - their newer all-wheel-drive diesels like this are actually pretty good locos - add flywheels or remotor to include them and you have something that runs very nicely. The can motors they're now fitting seem pretty solid - I have three of their GPs which seem to be reliable, solid locos.
