You dont want two dissimilar metals in contact in an electrolyitic solution... (the water you get in them when you ballast, moisture in the air). The electricity running through the rails might prevent the galvanic corrosion (Im remembering reading something about the Iowa class battleships having a galvanic corrosion prevention system that uses electricity).</p>
