If you are building a two axle industrial locomotive the only place I could think to start would be the Athearn Hustler, which without saying isn't much to start with. However, if you are building a larger locomotive such as a 44 ton centercab then there is a little bit more of an advantage since the Bachmann Spectrum GE 44 ton centercab is a good runner and at the least you can use the self powered trucks. It might also be possible to use one of these self powered trucks as the base for a smaller switcher. <br />CV2652
