How do you scale down(HO)something small like
a set of steps which the steps are only 8" in
real life? Thank You

8 inches divided by 87 is about 0.09 inches. Thats also about 3/32 inches. You should be able to find material (wood, styrene) that thick.

Incidently, most often used items are already available as 'Detail' or even 'Super Detail' parts. For example, Central Valley produces steps and ladders in plastic for HO scale modeling.
