It's called "Lord and Butler" and it's on Penarth Road - address is "The Pumping Station" - it shares an old Victorian-era pumping station building with an architectural salvage yard (hobby shop is in the basement). If you go to www.ukmodelshops.co.uk/counties/shops/wagla.php and scroll down, they're about halfway down (there's a map on the site, but it wasn't very good - I resorted to driving down Penarth Road away from Cardiff centre and simply looking for something that looked like a pumping station on the left - it wasn't hard to find!). Well worth a look if you're in the area, they had some US-outline models last time (mainly older Athearns and some Bachmann) and loads of other equipment. Good luck in finding them, it's well worth doing so!
