Is there any way to make testors cement let go of plastic?
Testor's cement fuses plastic parts together like a weld. You may get lucky though and be able to break it after freezing it.

Like Jeffery said freeze it first.I would go one step further though get the joint wet and then put the item in the freezer.Besure to leave it at least 8 hours,then try breaking the joint while still frozen.
If you did the joint properly, then as said before the two plastic part should "weld" together as one - if so, is it possible for you to cut/score thru the piece with a knife?
You can de-weld it with a liquid plastic cement sometimes, something like Proweld.
I've had reasonable success soaking the joint with mineral spirits applied with a fine paint brush. Apply it and let sit for a few minutes, then apply more, let sit, then slice the joint with a sharp hobby knife. I think the mineral spirits tends to soften the plastic, not necessarily the weld, so applying it just to the joint is the way to go.
When applying testors cement when building structures, I use small drops rather than a constant bead just in case I may want to separate the joint in the future.
