Hello everyone, who makes the best C44-9W locomotives?  And does Atlas make them or to they must make the Dash 8 40C?

Kato and Athearn make the only non-brass DASH 9s that I know of. The Kato is a better runner and has better molds for the body, but the Athearn is usually cheaper, and Athearn's RTR C44 has finer separate details than Kato's.

Darth Santa Fe hit it right on the nose. But It's getting difficult to find and Kato's though and most of the time they are sold for double their MSRP.

I have both Kato and Athearn. The Kato has working ditch lights the Athearn does not. Athwearn also keeps  using light bulbs while Kato has LED's. Both run very good.

Well, since you didn't say what scale you're asking about, I'd have to say "General Electric" because they are the ONLY company that made 1:1 C44-9W locomotives.

For models, a Kato HO scale is an excellent choice.

I saw undec Kato C44's at Timonium for $50.  They say on the table all weekend too.  Plenty on other tables for under $100.  

Now SD80macs, that's another story.  Expect to pay at least $200 for a conrail unit.
