Model Railroader's March edition discusses a N scale Baldwin 4-6-0 steam locomtive by Bachmann. However Bachmann"s web site does not show it.
Model Railroader calls it a 'Preproducton Sample,' which indicates to me that it is only in the planning stages and may not actually be produced for several months or maybe not until next year.
Or it could go the way of other "preproduction models"... never-production based on pre-orders.

Actually, Bachmann has never done that. Everything they announce gets made because they do not use or take "preorders". They still make trains BEFORE they sell them.
To the OP, Bachmann often does not put new products on their web site until they are actually available.

I know of at least two instances where Bachmann announced a G-scale locomotive but never did produce it.

It's already in hobby shops and there's a whole lot of discussion on the Web about how to tweak it.

Announced as in ran ads, showed preproduction product, put stuff on their web site?
OR
Announced as in "insider rumor", "we are working on", possible project?
There is a big difference, because companies like BLI have done a lot of the first and then NEVER brought the product to market. Bachmann and Athearn both have dropped some projects before they were "offically announced" but were known to the general public to be in the works - there is a difference.
But I will admit, I don't follow G or N very closely - don't really have a bit of interest in either one.
How many cars can this loco pull?
I don't know about anyone else, but I got one of these little gems, and it runs terrific. I just love it, and am saving for a second one. Mine has been pulling 15 loaded log buggies on my little layout and I believe it could pull another five. This is on flat track. I can't say enough good things about this little locomotive. I've stayed in N scale for many years and finally we're getting small steamers, 4-6-0's, 2-6-0's amd some small consolidations. Thanks model power and bachmann.
Well, I have one of these little gems, and I love mine, runs great, pulls over fifteen cars on level track, and soon as I get more money I'll get a second one. Finally we're getting these smaller steamers that the big scales have enjoyed for years and years. N scale has finally made the turn. Gotta love it!
