Does stuff you get as gifts count?
I have yet another one. In reality it cost me 8 bucks to do 32 cars, but I can shrink it to be under 5 bucks.
Supplies:
Black craft paint $.50
Florist's styrofoam (prices vary depending on size, the largest sheet I saw was 6 bucks, the smallest being 1 buck)
Steel weights
Cut the foam to fit into a hopper. Shape said foam with rough sandpaper or a coarse file (don't use a smooth file or sandpaper). Paint said foam black, make sure no white shows through.
Coal loads for cheap, no need for black ballast or cinders. (the reason why I said rough sandpaper or files is because it looks like coal when it's rough like that)

Wants: 1. high-quality, sound equipped, SD40-2s, C636s, C30-7s, and F-units in BN. As for ones that don't cost an arm and a leg, that's out of the question....
2. An end to the limited-production and other crap that makes models harder to get and more expensive.
