ALL you need is ...

A 15" coaxial speaker, 40 watt amplifier, 7 cu. ft. cabinet. You may have problems 'fitting' into a 10"  engine, however.

(2 of above for STEREO).

But can you feather the whistle like that with DCC sound?  (granted I really don't know too much about sound)

There are systems with "playable" horns, but I haven't used one yet, so I can't really speak for how "playable" they are.
