When I've been able to get someone at a train show to talk about garden trains, the subject of "what kind of track to use" comes up, but usually the answer is vague, only saying to use steel track. When I've looked for the track, it seems very expensive. So I guess my question is what do I need to get started in building an outdoor setup - we have alot of rain in Florida :)

Trains has a whole forum devoted to Garden Railways. Someone there should be able to help you.
