How do you establish a Wi Throttle server to connect to a DecoderPro in Windows 10?

In DecoderPro, under the "Actions" menu select "Start WiThrottle Server."

Well, before you actually start the WiThrottle server in JMRI, is the PC in question connected to a wifi network, or set up as an access point?

You'll need that, so the PC running JMRI can communicate with the WiFi throttle devices. THEN start the WiThrottle server, connect your device(s), and have fun!
