What scale are we working with here and which DCC system do you have? What brand of decoder is installed in the locomotive? Which reset procedure did you use (different decoder brands use different reset CVs).

Are the locomotives in a consist? Delete any consist that might contain those two locomotives.

If they are not in a consist:

Does the locomotive run on DC (if decoder is equipped to do that)? Did you convert these locomotives or did someone else, or are they newer run Walthers proto2000 with DCC and sound?

Do the wheels turn freely? If so you have cracked gears. If not take the shell off. Roll the flywheel by hand, if it moves attempt to run the locomotive. Is the motor turning? If not check the wires. If yes then look into a gear problem. If definitely not a gear problem or wire problem, disconnect the decoder, place the locomotive on a un-powered section of track, and check for continuity between the motor and the rails (with decoder removed you should see OL and/or not have a beep if multivolt meter is so equipped).
