They were tested for about two years and then the 4710 was the first to be delivered with the flaired radiator as the standard model. 4000 to 4709 were all standard type with the exception of the five test units 4635 to 4639. This was done to meet the EPA Tier I requirements. The Tier II rquirements started at the beginning of 2005 and that is why GE has the new units and Electro Motive Diesel has the SD70Ace units which both have very large radiators.

I have copied a web page link that you can look at most of the units to date.

After the 4710, all delivered SD70M's have the flaired radiator. The 3779series up to 3973 are the latest flaired units. The 3974 to 3999 and repaints from the SP SD70M's and these are now receiving the flags on repaints, but are still conventional as far as the radiators.
The flags started as standard fare with numbers in the 4855 range and have been on all of the units since that time. About forty to fifty flaired units were delivered without the flag, but will get them at repaint and shopping. There are three exceptions to the flag installations. 4526, 4527, and 4528 had the flag installed at delivery in 2001 and were the test case for the flags and Building America theme. These units do not have the same exact decal as the later units if you look close at the pictures, you can see the difference.

I hope this helps explain some of the changes.

http://ncespee.railfan.net/UP/upmain.html
